Mexico is advancing policies and digital solutions that support low-carbon mobility. The ACCESS project is enabling the adoption of a common data format for public transportation schedules and associated geographic information (GTFS). Activities are aimed at moving from digital mobility data and operational improvements to city-level policy, subnational planning, and national digital transport frameworks.
Using digitalisation to improve how people and goods move
Mexico's transport sector is heavily reliant on road based travel, with private automobiles accounting for nearly half of urban passenger trips in Mexico City. Under Mexico's 2035 NDC, transport is set to deliver the largest sectoral share of emissions cuts, required to reduce 23% of its emissions. Mexico has already established important policy foundations such as the Ley General de Movilidad y Seguridad Vial and has a strong focus on integrated transport. ACCESS builds on these efforts by helping national and municipal partners use digital tools, data and evidence to accelerate low-carbon mobility
ACCESS in Mexico
ACCESS Mexico connects national policy support with practical implementation in Monterrey, Mexico City and Puebla, focusing on GTFS real-time data, bike share systems and integrated trip planning.
Implement and evaluate pilot projects on transport digitalization in the cities of Monterrey, Mexico City, and Puebla.
Use the experiences from the pilots to inform national guidelines to accelerate digitalisation of public transport systems in Mexico, including attention to access for women, the elderly, people with disabilities, and students.
Promote an enabling environment among transport authorities and relevant stakeholders in the form of capacity-building activities for transport digitalization.
Support scale-up and replication in other cities and countries while contributing lessons to the ACCESS regional network.

From digital readiness to national guidance and city implementation
At the national level, ACCESS Mexico supports policy frameworks and guidance that help cities plan, implement and scale digitally enabled low-carbon mobility, including GTFS standards, bike share guidelines and integrated trip planning frameworks.
Establish Mexico's national baseline for digital mobility through the DRA.
Test GTFS real-time feeds and bike share systems in Monterrey, Mexico City and Puebla.
Translate pilot lessons into national guidelines for public transport digitalisation and micromobility.
Support other Mexican cities and regional partners to adopt digital mobility solutions based on pilot evidence.
